Intake and Assessment Guidelines Changes 2024 - 2025

The Maine Department of Education, Adult Education, Intake and Assessment Guidelines for 2024 – 2025 include the following changes:

  • Guidance for the implementation of the newly NRS-approved CASAS test series, Math GOALS 2 for ABE/ASE and the STEPS series for ESL—Local providers can begin to use the assessments with learners on January 1, 2024 and must be using them beginning July 1, 2024. The test series information (scale score ranges, test form numbers, appraisal/locator numbers) were added to the tables outline approved tests and required test sessions.
  • Updated links for CASAS testing accommodations, CASAS Validity and Reliability studies, and the NRS EFL descriptors.
  • Added a section for Learner Files and Retention to clarify guidance around what documents should be kept by local providers and for how long.
  • Updated Test Security information by adding a link to the CASAS test security policy and adding security stipulations for paper test security.
  • Removed the practice of post-testing learners who have earned their high school credential to capture a measurable skill gain—this is no longer considered a best practice since the credential counts as a gain.
  • Embedded links to key resources required by local providers to carry out the practices outlined in the guidelines.

A version with changes highlighted was emailed to Chuenee Boston on 9/28/23. Changes can be found on pages: 4, 12-13, 16-20, and 27-45. Policy was updated with new allowable assessments and new EFL definitions.

The following changes were made to the 2024-2025 Hawaii Assessment Policy.

  • Changes were made to page 6, Pre-test section. The CASAS Math GOALS 2, Reading STEPS, and Listening STEPS information were added in Tables 1A and 1B.
  • On page 7, Post-test section, the post-test administration guidelines were modified from a minimum of 60 hours of instruction to administered to the test publisher's guidelines, and a table was added with the test publisher's information.
  • On page 8, Testing Requirements section, the student post-test requirement was modified to 60% from 80%. DAEL recommended this during the onsite monitoring of Hawaii on September 18-22, 2023.
  • Appendix A, pages 15-17, contains CASAS Math GOALS 2, Reading STEPS, and Listening STEPS information, replacing previous CASAS assessment information.
  • Appendix B, pages 39-41, was updated to include the CASAS Math GOALS 2, Reading STEPS, and Listening STEPS assessment information.

CASAS Steps, GOALS 2 Math  and ACT WorkKeys (Workplace Documents and Applied Math) have been added as allowable. CASAS Life and Work, TABE 11/12, and TABE CLAS-E sunset date added.
